in a nutshell, yes, it can slow down your speed, especially in vista and a very up to date XP machine, as MS is always doing the touchy-feely thing with vista as to checking WGA, looking for automatic updates, automatically updating WU, etc.
Interesting Banj0, I wonder if increasing the QoS on a poor Skype connection will allocate more reserved BW and make your calls clearer

One hundred percent of the network bandwidth is available to be shared by all programs unless a program specifically requests priority bandwidth. This "reserved" bandwidth is still available to other programs unless the requesting program is sending data. By default, programs can reserve up to an aggregate bandwidth of 20 percent of the underlying link speed on each interface on an end computer. If the program that reserved the bandwidth is not sending sufficient data to use it, the unused part of the reserved bandwidth is available for other data flows on the same host.

I found the original place where I read about this a little over a year ago. Someone sent me a link to a digg story about it. It's like the "waking up in a hotel bathroom missing a kidney" type thing.
Link.
edit: added link.
