Windows XP will allow you to upgrade KEY components but if you switch the motherboard it won't work and you get a Blue Screen of Death. Same with Windows 2000
Server 2003 doesn't allow you to replace the Processor or change memory or motherboard **from what i remember**
Windows 9x and ME allow you to swap key components and yes even the motherboard can be different and the pc will still work. You will still need to install drivers for the new components of course.

I think the reason for this being is because when you install it on another motherboard, or processor, it assigns the drive a different name, instead of being the original name it adds a bunch of jumbo to it liek 5bbc6647tu77293 and thus causes the drive to be unrecognizable as a bootable drive, I went through that with 2003 O.o
