in a nutshell, yes, it can slow down your speed, especially in vista and a very up to date XP machine, as MS is always doing the touchy-feely thing with vista as to checking WGA, looking for automatic updates, automatically updating WU, etc.

If the program that reserved the bandwidth is not sending sufficient data to use it, the unused part of the reserved bandwidth is available for other data flows on the same host.

Interesting Banj0, I wonder if increasing the QoS on a poor Skype connection will allocate more reserved BW and make your calls clearer :)

I found the original place where I read about this a little over a year ago. Someone sent me a link to a digg story about it. It's like the "waking up in a hotel bathroom missing a kidney" type thing.
