Its a service pack thats why , they are to fix bugs and holes in the OS , not add features. they arent required to do that. And no guys WinFS wont be in it . It will be a feature independant from it.

Bad Blast Of Breath you had to ruin it...we were praying right then to God for winfs and YOU...YOU RUINED IT 
mmm, at least we know we'll get WinFS but no way would MS give it to XP before Vista even has it, or would they

Vista will get it first.
SP3 should be nothing more than a bunch of patches and improvements to XP that where realised during the making of Vista.

You guys think they will really back port WinFS to XP? If you can make most of the features of Vista work in XP, why would you buy Vista? Because of the new eyecandy?

Main things like WinFS and WinFX will work on XP ..however these things make Vista function better and more efficently than XP . Its not about the eye candy its what you'll be able to do with vista that will make it better than XP.
