Sorry if I sound like a n00b for asking this, but what exactly is the significance of a "server" build? Anyone mind explaining it to me, I've never bothered to look into it.

a server build is special because it has server system optimisations instead of desktop, it comes with all the server gear like IIS and MAIL server

it also comes with the manage your server control panel, the shutdown has a way to log shutdown and restart events.

It just does things in a server way.

I would reccomend if your gonna run a http server dont use IIS.

Get Apache
DeveloperSide.NET

has a fully integrated Apache package :) all freeware like mySQL and admin toolz and the lot ;)

Even has Perl Support !
