*Critical*

This update addresses a previous update for quicker shutdown when a managed service is not managing to update this update its own state during shutdown.

This update also updates known issues to the .Net framework 2.0 caused by the first update but not fixed in the second update and few system administrators will find it fixed in this third update when a user tries to patch a critical update when its not critical at all. This is an enhancement to provide additional support for managed services that do not manage their own service but are know to be managed by something in an unmanaged state during shutdown.
