ok things that mainly affect this are Cards so take all cards out and also take all but one memory stick out if you have two or more...

Reboot adding one card at a time...if it stops working then you found your hardware problem...

IF NOT then check the RAM is seated properly and the FLOPPY DISK CABLE is in properly and the right way, as sometimes it can throw the computer out completely, check jumper settings on the motherboard are set correctly for CPU bus speeds...

What to do if all that don't work?

Boot with the hardware you NEED, Processor, Memory stick, graphics card, keyboard and Power supply connected to nothing but the motherboard, unplug Hard drives and other drives like CD/DVD/Floppy disk

Also important is the Brass mountings that your motherboard screws into, these mountings screw into the case first...on some cases these brass screws are built into the case, but check all the same.

DOES THE KEYBOARD FLASH AS YOU TURN ON THE PC??? that finally can tell you if its dead

Maybe it's your mobo? Also, make sure the connection is tight, also make sure that if it's a double DVI card that you are plugged into the DVI port, not the TVO port.

Also, welcome EclipseX. Glad to have you on board!

Usually on new boards the clock speeds are set for you, on that model of asrock it is...just refer to the CD manual you have, it requires Adobe acrobat to use

Try a cold Boot with the hardware you NEED, Processor, Memory stick, graphics card, keyboard and Power supply connected to nothing but the motherboard, unplug Hard drives and other drives like CD/DVD/Floppy disk as a last resort

Also sometimes the problem is with the processor... make sure the processor is seated completely.

After numerous different tests... i think it's the motherboard.

CPU - Memory - Graphics Card - Monitor - HDD were all tested on another system and worked fine.

I just have to figure out whats wrong.

Basically to set a CPU's clocked speed and FSB settings from the auto ones on the motherboard you can alter jumpers...in the old days there was no Auto jumpers, you did it ya'self

To set these you need the Manual, as it's an Asrock there will be a PDF one on the CD
